Job Scope :
To assist the H(CS) in conducting regular reviews on relevant compliance issues and develop and implement policies, guidelines or procedures to facilitate corporate governance of the Academy
Main Job Responsibilities :
Compliance
- Conduct holistic reviews on all policy documents, operation manual and procedures and make update where necessary;
- Revamp and fine-tune all documents to meet the latest development needs of the Academy; draft new policies, guidelines or procedures to address legislation/ regulatory changes or operational needs;
- Assist H(CS) in the internal control process and follow up timely with respective Divisions / Teams;
- Develop, implement and monitor compliance issues in relation to daily operation of the Academy; liaise with external legal advisors to solicit expert views on the compliance issues incurred in various administration;
- Review agreements and service contracts to ensure subvention requirements are met and work with legal advisers to draft new agreements where necessary;
- Conduct briefing/ training sessions to alert internal users on related compliance issues.
Risk Management and Internal Control
- Plan and perform risk-based and operational review to evaluate adequacy and effectiveness of internal control mechanism and measures;
- Coordinate with external auditor for regular auditing exercise and follow up status of remedial measures;
- Identify potential risks of the business and provide value-added recommendations/ propose solutions to mitigate potential risks.
Requirements :
- Bachelor’s degree or above holder in Corporate Governance, public administration, internal control and risk management or relevant disciplines;
- At least 6 years of post-degree work experience and among which at least 4 years relevant experience in administrative and corporate compliance, risk management or internal control areas. Experience in policies and SOP development / writing or improvement projects preferred;
- Excellent command of both written and spoken English and Chinese;;
- Professional and tactful manner with excellent communication, interpersonal and presentation skills;
- Proven project management ability and can perform well under pressure and meet deadlines;
- Previous experience in educational institutes, public sector, statutory bodies or large corporations with strong governance background an advantage;
- Proactive and reliable; organized and meticulous;
- A team player and can perform well and contribute independently.
